Santiago Torres Bernárdez

Santiago Torres Bernárdez (born  November 18, 1929 in Vigo ) is a Spanish lawyer . From 1980 to 1986 he served as Chancellor and in seven cases as ad hoc judge at the International Court of Justice . Since 1981 he has been a member of the Institut de Droit international .

Life

Santiago Torres Bernárdez was born in Vigo in 1929 and graduated in law from the University of Valladolid in 1952 , where he also received his doctorate seven years later , after having also obtained a doctorate from the Saarland University in 1957 . He then made a name for himself in the field of international law and worked as a legal advisor, as a lawyer before international courts and as an arbitrator for the International Center for Settlement of Investment Disputes and from 1987 as a member of the Permanent Court of Arbitration . In addition, he taught as a visiting lecturer at various Spanish universities and in 1995 as a lecturer at the Hague Academy of International Law .

From 1980 to 1986, Santiago Torres Bernárdez acted as Chancellor and thus as Head of the Secretariat and Chief Administrative Officer of the International Court of Justice (ICJ) in The Hague . In addition, he worked as an ad hoc judge at the IGH in seven cases . He was nominated in three cases by Honduras , in two cases by his home country Spain and in one case each by Qatar and Uruguay . He also ran in the 1995 by-election following the death of the Italian judge Roberto Ago , but lost to Agos compatriot Luigi Ferrari Bravo , as did Pieter Kooijmans from the Netherlands and Mehmet Güney from Turkey .

Awards

Santiago Torres Bernárdez has been a member of the Institut de Droit international since 1981 and received the Grand Cross of the Orden del Mérito Civil in his home country in 1987 and an honorary doctorate from the University of Alcalá in 1993 .
