Sayeman Bula-Bula

Sayeman Bula-Bula (born August 31, 1950 in Ebonda ) is a Congolese lawyer and professor of international law at the University of Kinshasa .

Education and academic background

Bula-Bula completed his law studies at the University of Kinshasa in 1976 with a bachelor's degree . He then entered the university service and worked as a lecturer at his alma mater . In 1985 he received his doctorate from the Université catholique de Louvain in Belgium . Since 1987 he has been employed as a professor at the University of Kinshasa and gives lectures on international maritime and environmental law as well as in the field of international humanitarian law . From 1988 to 1994, in addition to teaching and research, Bula-Bula was responsible for overseeing the academic programs carried out by the Law Faculty of Kinshasa University. In the academic year 1994/1995 he acted as interim dean of the Faculty of Law and temporarily took over the position of university chancellor the following year .

Activity as a consultant

In addition to his work as a professor, Bula-Bula has worked as a consultant several times at national and international level. In 1989 he supported the World Bank in drawing up the Third Water Supply Project for Zaire . Between 1998 and 2009 he advised various Congolese ministries on issues of international cooperation and from 2002 to 2004 he headed the Commission to Combat Corruption.

Activity as a judge

In 1999, Bula-Bula was a member of an arbitration tribunal for the protection of the marine environment set up by the United Nations Environment Program . In 2000 he was appointed ad hoc judge by the International Court of Justice in the Arrest Warrant of April 11, 2000 case . Since 2001 he has been a member of the Permanent Court of Arbitration . In 2008, Bula-Bula was nominated by his home country as a judge at the International Court of Justice. However, the candidacy was withdrawn after the third ballot. A candidacy as a judge at the International Tribunal for the Law of the Sea also failed in 2011.

Bula-Bula is married and has two children. He is fluent in English and French.
