Black Kassen der CDU / CSU - Documentation of Power Construction (Original: Le système Octogon ) is a 70-minute documentary by the authors Jean-Michel Meurice, Fabrizio Calvi and Frank Garbel from 2008. The Franco-Swiss authors tell the story of the network "Octogon" after the Second world war, and as former Nazis , arms dealers , traders, civil servants and CIA - agents , the clandestine and corrupt network for policy financing constructions to the party of former Chancellor Konrad Adenauer , the CDU , to provide financial support.

Hôtel Maison Rouge.

The story begins in 1944 - a few weeks after the Allies landed in Normandy - when the collapse of Nazi Germany was on the horizon. At a secret conference in August 1944 in the Strasbourg luxury hotel Maison Rouge, plans were decided by representatives of the NSDAP and representatives of German industry on how funds should be hidden. Two secret agents brought large sums of money to Switzerland on behalf of the SS . After the end of the Second World War , these two Nazis brought the treasure back to Germany and filled the coffers of the then still very young CDU. For further financing, in particular, commission payments for armaments deals of the Bundeswehr should flow into black CDU coffers. At the center of the Octogon network was the Octogon Trust founded by Rudolf Ruscheweyh on January 24, 1952 in Liechtenstein . Its task was the procurement of armaments for the Bundeswehr, whereby commissions were paid from the transactions to the parties to the Union , which supported and made the armament possible.

The matter became known through a collapsed business of the newly founded Bundeswehr in 1956. But where exactly the millions of the Octogon Trust came from and, above all, where they were transferred, the parliamentary committee of inquiry could not clarify.

From 1966 onwards, a parliamentary committee of inquiry in Bonn dealt with the affair, but it did not come to any conclusion, as important key witnesses were "dead or missing". After this mysterious disappearance of witnesses, the investigation came to nothing - and business continued.

The authors try to reconstruct the history of arms dealers, old Nazis , agents and corrupt politicians in their documentation.
