Senator is a large, global writing instrument manufacturer from Germany. The company was founded in 1920 by Friedrich Merz under the name Merz & Krell as part of the Merz Group . The products are mainly manufactured in Germany.

The company is headquartered in Groß-Bieberau in the Darmstadt-Dieburg district in Hesse , on the edge of the Odenwald , near Darmstadt . There are subsidiaries in France, England, India and Benelux , as well as a representative office in Russia. Former locations are Poland and the USA. The company has 450 employees worldwide.

The products sold today under the brand names Senator and Rou Bill are primarily known as promotional items. Two thirds of the reusable pens made in Germany are said to come from Senator. Senator is number 1 in Europe for ballpoint pens and number 3 worldwide (as of 2010). Around a million ballpoint pens are produced every day.

From 1973 to 1978 Merz & Krell produced a new edition of the fountain pen models 120 and 400NN, which had already been discontinued, for the German stationery manufacturer Pelikan .

With Rou Bill, the company took over the brands of a previous competitor on the market in 2000. At the time of the takeover, the product portfolio included writing implements as well as porcelain and ceramic items, glasses and dishes. Today only cups are sold under the brand name Rou Bill, writing implements under the brand name Senator.

Plastic pens and refills are produced in the Groß-Bieberau plant. Cups were refined in the Lemgo plant until 2013 , and the refinement has taken place in Groß-Bieberau since 2013.
