The Shakaihoshō o tatenaosu kokumin kaigi ( Japanese 社会 保障 を 立 て 直 す 国民 会議 , dt. About: "People's Congress for the Renewal of Social Security", engl. "The Reviewing Group on Social Security Policy"; previously Mushozoku no Kai , dt. About "Assembly the Independent ") was a faction in the Shūgiin , the lower house of the Japanese parliament . It consisted entirely of non-party MPs who were former members of the Democratic Progressive Party (Minshintō). For strategic reasons, the latter did not nominate its own candidates in the 2017 Shūgiin election and joined the Shūgiin in May 2018Party of Hope to form the People's Democratic Party .

After the Minshintō announced in September 2017 that it would not put up its own candidates for the upcoming election and assured its members that they would support them in the event of a candidacy for the Kibō no Tō , not all MPs concerned were prepared to follow this recommendation. As a result, the party's deputy chairman, Yukio Edano , founded the left-wing liberal Constitutional Democratic Party ( KDP for short ) and was thus able to offer most party colleagues an alternative. However, 20 “ middle ” members decided to run as independents and cooperated in the election campaign under the leadership of Katsuya Okada .

After the election, on October 26, 2017, the 13 Minshintō members elected as independents submitted the establishment of the “Mushozoku no Kai” faction to the Secretariat of the Lower House shortly before the constituent meeting. Katsuya Okada was appointed chairman of the parliamentary group and Akio Fukuda chairman of the Committee on Parliamentary Affairs ( 国会 対 策 委員会 Kokkai Taisaku Iinkai ). After the factions "Rikken Minshutō / Shimin Club" (54 seats) and "Kibō no Tō / Mushozoku Club" (51 seats), the Mushozoku no Kai was the third largest opposition faction in the lower house at this time.

In April 2018 it was announced that Minshintō and Kibō no Tō were planning a merger of their parties and the formation of a new party. Some members of the Mushozoku no Kai such as Okada and Yoshihiko Noda then announced that they would leave the Minshintō and would henceforth sit in the House of Commons as non-partisan independents, as they did not support the formation of a new party at that time and under the (unintentional) exclusion of the KDP deemed sensible. On the other hand, several parliamentary groups such as Hirofumi Hirano and Kazuhiro Haraguchi left the Mushozoku no Kai and finally joined the lower house group of the new party, the " Democratic People's Party " ( DVP for short ; 国民 民主党 Kokumin Minshutō ; English Democratic Party For the People ).

In January 2019, parliamentary group leader Okada announced that he would join the KDP group due to ongoing tensions between the KDP and DVP and an unlikely merger of these parties. Eight parliamentary group members followed Okada, including Jun Azumi and Masaharu Nakagawa , while the remaining four remained in the group and three previously non-attached ex-Minshinto MPs added. The parliamentary group was chaired by Yoshihiko Noda, who did not join the KDP parliamentary group due to differences of opinion with the KDP over the increase in VAT to 10%. The faction name was then changed to Shakaihoshō o tatenaosu kokumin kaigi (about "People's Congress for the Renewal of Social Security").

In September 2019, the parliamentary group, with the exception of Yōsei Ide, joined the joint parliamentary group formed by the KDP and DVP. Shakaihoshō o tatenaosu kokumin kaigi remained, however, in the form of the abbreviation Shaho ( 社保 ) part of the group name (completely 立憲 民主 ・ 国民 ・ 社保 ・ 無 所属 フ ォ ー ラ ム , Rikken Minshu / Kokumin / Shaho / Mushozoku Forum ; "KDP. / DVP / Independent / Soz Forum").
