In the unified regional elections in April 1991 , he was elected to the Kawaguchi City Council. In the 1996 Shūgiin election , he tried to switch to national politics: Although he was defeated in the 2nd Saitama constituency by almost 400 votes to Katsuyuki Ishida ( NFP ), he won a proportional representation in the North Kantō block. He won the constituency in the 2000, 2005 and 2012 elections. In 2003 he was clearly defeated by Ishida and resigned from parliament, in 2009 he again won a proportional representation.

Under the Koizumi cabinet, Shindo was parliamentary state secretary in the interior and foreign ministries . The MPs were refused entry in Seoul. The other two fellow travelers were Masahisa Satō (Nukaga faction) and Tomomi Inada ( Machimura faction ).

In the second Abe cabinet , Shindō became Minister for General Affairs (Minister of the Interior) in 2012 , and in 2013 he also took over the new ministerial post at the Cabinet Office for the “national strategic special zones” (kokka senryaku tokubetsu kuiki) , which was part of the economic recovery of the Abe government ( Abenomics ) were newly created.
