The State Pedagogical Heart University of St. Petersburg ( Russian Российский государственный педагогический университет имени А. И. Герцена ; short HEARTS ) is a pedagogical university based in Saint Petersburg .

The university, founded in 1797 by the Russian Emperor Paul I , is today one of the largest universities of education in Russia with over 18,000 students . The college was named after the Russian philosopher, writer and publicist Alexander Ivanovich Herzen .
