The State Laboratory is a think tank founded in 2016 in Bern that supports Swiss authorities with innovative administrative solutions.

History and goals

In 2016, Alenka Bonnard, Danny Bürkli, Nicola Forster and Maximilian Stern founded the State Laboratory with the support of Engagement Migros , the Impact Hub Bern and the British Center for Public Impact . The association sees itself as a think tank and a networking platform that supports the Swiss administration at federal , cantonal and communal levels with innovative solutions. This creates an unrivaled range of governance services , wrote the digital journalist Adrienne Fichter . Role models were foundations like the British Nesta , the Behavioral Insights Team or the French think tank La 27ème , which are committed to renewing the administration and with which State Laboratory is now cooperating. Administrations are confronted with increasingly complex problems and technological change, says co-director Alenka Bonnard, which is why they want to make it easier for them to access innovations, always thinking in terms of the target groups.

Corona crisis

During the Corona crisis , the Federal Department of Home Affairs (FDHA) appointed the managing directors Bonnard and Bürkli to the sounding board of the crisis team , which advises the Federal Council, with the state laboratory - alongside business and research - representing civil society as a third pillar. At a press conference broadcast live by the EDI, Bonnard presented a website with which civil society groups and initiatives can submit concerns to the crisis team via the state laboratory and get them to the responsible administrative offices. And the state laboratory was one of the initiators of Versus Virus , a series of hackathons under the auspices of the EDI and the WBF , with which the company seeks to develop innovative ideas for the corona crisis.

Cooperation with administrations

The Federal Department of Foreign Affairs FDFA called the state laboratory into a working group to develop the report Switzerland in the World 2028 , with Alenka Bonnard focusing on the modernization of foreign policy and the importance of new technologies. The working group also received criticism because of the three outsiders - besides Bonnard - two were economic exponents. The EDA countered that with Bonnard the so-called civil society was represented and that it was an extremely free spirit . The state laboratory worked on the formulation of a digital strategy for Switzerland for the Federal Office of Communications . In addition, the State Laboratory works for municipalities and cities, for example to involve the population in solving problems for the City of Bern Waste Management + Recycling (ERB) or for the specialist agency for equal rights of the city of Zurich.

Think tank & innovation promotion

Large Swiss companies such as Swisscom or Swiss Life use the Kickbox to promote innovation , an instrument developed by Adobe and made available as open source, which is based on design thinking and start-up experience. Since administrative employees focus on the common good instead of competition, the state laboratory adapted the kickbox to the state box in order to set innovation processes in motion at the authorities.

As a think tank, the state laboratory collects good examples of how administrations solve problems. Swiss federalism helps because ideas can be tested on a small scale before they can be used in a large city, for example. There is a constant exchange of information with a network of experts, they - as well as administrative representatives - have their say in interviews on the blog., Every first Thursday of the month in the state canteen, experts from a wide range of areas present their findings to administrative employees, for example about application attempts and problems with digital identity cards or blockchain to digitize public services.

Organization and management

The State Laboratory is organized as a not-for-profit association with locations in Bern (headquarters) and Zurich . Alenka Bonnard has been managing director since it was founded, and Danny Bürkli has been co-managing director since 2020.
