The foundation of the German economy for the use and research of wind energy at sea (short: Foundation OFFSHORE-WINDENERGIE ) is a foundation under civil law based in Varel . It is intended to strengthen the role of offshore wind energy as an active climate policy against the background of sustainable electricity generation and to promote research and development as well as the expansion of large and powerful offshore wind farms in Germany and Europe.

founding

The foundation was established in 2005 on the initiative and moderated by the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) with the support of the German coastal states and the economy (operators and manufacturers of offshore wind turbines).

Structure of the foundation

Jens Eckhoff is the president of the foundation and Ursula Prall, Jörg Kuhbier, Knud Rehfeldt and Jörgen Thiele are members of the foundation's board. The president chairs its meetings and represents the foundation externally. The board of directors has to ensure the permanent and sustainable fulfillment of the foundation's purpose. He manages the business of the foundation within the framework of the decisions of the foundation board of trustees. In addition, a board of trustees was set up for the strategic fundamental decisions and a scientific advisory board to accompany and monitor the management and the board of directors. The Board of Trustees also elects the President of the Foundation. He must ensure that the purpose of the foundation is fulfilled.

Fields of work

The main work of the foundation consists of the moderation and management of working groups, organization of committees on the subject of offshore wind energy in order to successfully support the energy transition with this technology. In addition, studies on this topic are stimulated and promoted in order to inform the public and promote the acceptance of offshore wind energy. A total of around ten projects and working groups are supervised.

Offshore test field "alpha ventus"

The entire process from the idea (2005) to the commissioning (2010) of the offshore test field " alpha ventus " was moderated by the foundation. The foundation is the owner of the approval rights for the offshore test field. The wind farm is operated by Deutsche Offshore Testfeld- und Infrastruktur GmbH & Co.KG (DOTI), a subsidiary of EWE AG (47.5%), E.ON Climate & Renewables GmbH and Vattenfall Europe New Energy GmbH (each 26 , 25%).

ESRA project for noise reduction

Eight builders and operators of German offshore wind farms have been working under the umbrella of the foundation since 2011 to research the effectiveness of various methods of noise reduction in the construction of offshore wind turbines and, if necessary, to further develop them. The program is designed to last eight months. The costs amount to around € 3.9 million and are shared equally by the cooperation partners. The offshore field test is being carried out in the Baltic Sea near Travemünde . Five different methods are tested to reduce the spread of sound underwater.

OffWEA project

As part of the project, the Federal Ministry for Economic Affairs and Energy was supported in the further implementation of the federal government's offshore expansion strategy. The Federal Government's Standing Committee on Offshore Wind Energy with the coastal states (StAOWind) and the Offshore Wind Energy Forum with the environmental and nature conservation associations (FOWEUM) were set up to optimize information and coordination regarding the expansion of offshore wind energy.

PROMOTioN project

The EU project "PROMOTioN" (Progress on Meshed HVDC Offshore Transmission Networks) will analyze the positive effects associated with the development of a joint offshore electricity network infrastructure, especially based on meshed high-voltage direct current transmission technology (HVDC), over the next four years. The OFFSHORE WIND ENERGY foundation is a project partner and is particularly responsible for project communication and stakeholder management. This includes the development of the corporate identity and the conception and implementation of online communication.

Baltic InteGrid project

In the Baltic InteGrid project, the planning of the network infrastructure for offshore wind farms in the Baltic Sea region is to be coordinated. A meshed electricity network in the Baltic Sea is seen by the project partners as a contribution to sustainable electricity generation and strengthening the security of supply in the Baltic Sea region. The project is funded by the European Union and the project will run from March 2016 to February 2019.

Seeoff project

The Offshore Wind Energy Foundation is involved in Seeoff , a research project funded by the Federal Ministry of Economics with the aim of investigating economic and technical concepts for the future dismantling of offshore wind farms.
