Technopolis (Gusew)

Technopolis in the city of Gusew - is the project of building a modern production complex for electronics industry in the Kaliningrad region .

Project history

In 2007, the first production of domestic receivers for receiving satellite and terrestrial television was organized in Russia . After a few months, General Satellite began building a consumer electronics plant in Gusew . Already in 2008, the head of the Guzev District Administration Nikolay Zukanov and the President of the General Satellite Corporation Andrei Tkachenko signed the agreement on the establishment of a modern technology park in the city . The idea was approved by the local authorities and presented at the International Investment Forum “Sochi-2008”.

The decision to locate new production plants in Gusev, according to Andrei Tkachenko, was made for two reasons. First, there was efficient production in the city on the basis of the special economic zone , of which the corporation is considered to be the official resident. In addition, the city authorities want to participate willingly in the project to set up a technology park because they are interested in the development of their region.

In 2009 two plants - OAO NPO ZTS and OOO Prankor - were opened, the production of which is unparalleled in Russia. Receivers for receiving satellite and terrestrial TV are manufactured in the factories , whereby the entire production cycle is ensured by means of an assembly line : everything from motherboard production to housing manufacture and satellite antennas is produced on site. Previously, the majority of such devices on the Russian market were imported from abroad, usually from China. According to the project manager, the production of receivers has already reached 2% of the world volume.

Project tasks

• complex economic development of the city of Gusew, improvement of its social infrastructure and living conditions, creation of the conditions for the development of innovative activity in the city and the transformation of the city of Gusew into a technopolis by 2013
• Creation of a cluster for electronics industry in the city of Gusew. The project plans to build seven high-tech production plants, four of which are already operational.
• Testing the model for innovation development in a small town in Russia, which, based on project results, can be used for the development of other small towns in the country.

Investments

• Project investment volume (2008-2013): 5 billion rubles
• At this point in time, over 1 billion rubles have already been invested

Technology park territory

• 400 ha. Over 3000 jobs.

Stages of project implementation (according to plan)

• 2009:
  • Opening of the entertainment electronics company
  • Commissioning of the company for metal and plastic goods production using the punching process

• 2010:
  • Opening of the first cardboard factory , the manufacturer of corrugated and cardboard packaging
  • Commissioning of the house construction

According to the project plans, the company has to produce finished construction elements with final processing, from which single-family houses can be completed within a few weeks.

• 2011:
  • Construction of the first construction phase of a single-family home housing estate in the city of Gusew
  • Commissioning of the corporate and business center of the technology park

• 2012:
  • Opening of the microelectronic plant (assembly and housing assembly of microprocessors)
  • Construction of the second construction phase of a single-family home housing estate in the city of Gusew
  • Complex exterior design and construction of social infrastructure objects
  • Opening of the branch of the State University of Saint Petersburg (SPbGU), design of the educational and research process in the university's scientific educational complex

• 2013:
  • Opening of the printing plate manufacturing plant
  • Construction of the customs and warehouse complex

Project review

Market observers have been broadly positive about both General Satellite's initiative and the investment outlook. "The development of technology parks is very complex on the one hand, and extremely knowledge-intensive on the other," said Pawel Shaworonkow, an analyst from the investment company Sowlink, on General Satellite's plans. - Based on the size of the wage fund, between 1500 and 2400 million rubles will be spent on it by 2011. The wage fund must average 1950 million, which will swallow up almost 40% of the debt. The establishment of such a technology park is only feasible under the condition of strict norms and principles for the construction and the issuing of funds. From the country's point of view, this is an invaluable contribution to development and science. "

When implementing such projects, real estate developers should often have encountered many difficulties, the most serious of which are: "loopholes" in the legislation and bureaucratic meander. If necessary, local officials under the direction of the Governor of the Kaliningrad Region G. Boos have provided essential assistance.
