Technopolis

Technopolis ( Japanese テ ク ノ ポ リ ス , Tekunoporisu ) or Technopolis concept describes a Japanese program of setting up technology parks for regional economic development and the settlement of high-tech industries in structurally weak regions.

Historical development

The plan has been approved by MITI developed in 1983 as Technopolis Act ( テクノポリス法 , Tekunoporisu-hō , actually: 技術工業集積地域開発促進法高度, Kodo gijutsu-Kōgyō-shūseiki-chiiki-Kaihatsu-sokushin-hō , dt. "Law to promote regional development through the accumulation of high technology and industry") institutionalized. Accordingly, companies for investments in the assisted areas were given access to discounted loans and tax breaks and more favorable depreciation regulations. Initially 19 regions were candidates as funding regions, later a total of 26 were selected, all with connections to traditional locations from the early Edo period , so-called jōka-machi (castle towns).

In 1999, the guidelines for the funding program were incorporated into the Law for Facilitating the Creation of New Business ( 新 事業 創出 促進 法 shinjigyō-sōshutsu-sokushin-hō ). This has been abolished since 2005 and replaced by the Act for Facilitating New Business Activities of Small and Medium-sized Enterprises ( 中小企業 の 新 た な 事業 活動 の 促進 に 関 す る 法律 , chūshō-kigyō no arata na jigyō katsudō no sokushin ni kan suru hōritsu ) .

Goals and characteristics

The Technopolis program aims to revitalize structurally weak regions and to reduce the migration of workers and companies to the overpopulated centers, in particular Tokyo, Yokohama and Osaka. Outside these metropolitan areas, new, planned cities are to emerge inland . The most important features of these locations include:

  • Production facilities of the highest level of development in the electronic or chemical industries.
  • Research institutes, universities that cooperate closely with industry.
  • Residential complexes for higher demands (without high-rise buildings) for approx. 150,000 residents.
  • Close connection to a neighboring city that offers all the facilities of the traditional conurbations, the best transport routes between Technopolis and older cities.
  • Proximity to an airport or new construction for passenger traffic and air freight.
  • Attractive recreational opportunities and leisure facilities in a largely intact environment , e.g. B. golf courses, tennis courts or parks.
