Teresa Patricio Gouveia , (* 18th July 1946 in Lisbon as Maria Teresa Pinto Basto Gouveia ), is a Portuguese politician and Kulturfunktionärin. She was the Foreign and Environment Minister of Portugal.

She studied historian after studying at the University of Lisbon and sat from 1987 to 2004 for the constituency of Porto in the Portuguese parliament . She represented the PSD ( Partido Social Democrata ).

From 1991 to 1993 she was Minister of the Environment, before that she was State Secretary several times , including for culture and the environment. From October 2003 to July 2004 she was also Foreign Minister of Portugal . From 1985 to 1987 she was the Council of Europe's Culture Commissioner .

From 1997 to 2003 she was a member of the board of the Serralves Foundation, of which she was director from 2000 to 2003. She is also a board member of the Gulbenkian Foundation (since 2014) and was head and board member of the European Foundation for Culture, Amsterdam (1990–2002).

She received the Grand Cross of the Infante Dom Henrique . She was married to the poet Alexandre O'Neill .
