The Tromsø Convention , also known as the Council of Europe Convention on Access to Official Documents , is an international treaty drawn up in 2009 that has not yet entered into force.

As the first instrument under international law, it regulates a general right of access to official documents of the public administration. A restriction of the law is only permissible if it serves certain interests such as public safety, defense or the protection of privacy .

The Convention lays down minimum standards that must be taken into account when processing applications for access to official documents (form and fees for access to official documents), when answering inquiries and when taking other measures.

Germany, Austria, Switzerland and Liechtenstein have not yet signed the convention. The agreement comes into force when it has been ratified by ten states. With the ratification of the convention by Ukraine in May 2020, the convention will enter into force on December 1, 2020.
