The Unidad de Gestión Operativa Ferroviaria de Emergencia Sociedad Anónima (UGOFE SA), in German roughly an emergency railway operating unit , is an Argentine consortium company consisting of the Argentine state and the three private railway companies Metrovías , Ferrovías and Trenes de Buenos Aires . The UGOFE was founded on January 7th, 2005 after the state withdrew the license for the Línea San Martín from the Metropolitano- Gesellschaft because of poor service . After the concessions for the subnetworks Línea General Roca and Línea General Belgrano Sur were withdrawn from the same company in 2007 , UGOFE also took over their operation.

Although Metropolitano SA received high subsidies from the Argentine state, poor mileage, persistent delays and poor maintenance of the vehicle fleet were repeatedly reasons for numerous complaints from passengers and contractual penalties on the part of the state. As a result, on June 26, 2004, after numerous, sometimes serious traffic accidents, the concession for the operation of the Retiro - Pilar ( Línea San Martín ) line was canceled.

In order to maintain the operation of the line, the private railway companies Metrovías , Ferrovías and Trenes de Buenos Aires founded a temporary consortium called Unidad de Gestión Operativa Ferroviaria de Emergencia on January 7, 2005 at the initiative of the Argentine state . While the railway companies took over the technical operation, the state continued to pay employees' salaries. The takeover should only be provisional in order to be able to prepare a new competition announcement with greater advance notice. However, this has not happened until today, 2010.

On May 15, 2007, a violent riot broke out in the Plaza Constitución train station after numerous passengers repeatedly protested that the Metropolitano railway company was in fact inadequate because, despite the surrender of the Línea San Martín , these continued to operate the Línea General Roca and Línea Belgrano subnets Sur operation. There was serious damage to property at the station building, several wagons of the suburban trains were set on fire, the police counted 21 injured and took 16 people into custody. The Argentine government took the event as an opportunity to withdraw the concession for the suburban railway networks Roca and Belgrano Sur on May 22, 2007 due to the repeated poor service of the railway company Metropolitano . As a result, on July 7, 2007, UGOFE also took over the operation of these two Metropolitano sub-networks.

After UGOFE took over the three sub-networks, the first maintenance measures began on all routes that had been neglected for years. In addition, UGOFE began renovating numerous wagons and provided all of them with a new corporate design, consisting of the colors blue and silver, as well as the respective abbreviation for the corresponding sub-network (LGR, LBS and LSM). In addition, at the initiative of the Argentine state, UGOFE is preparing the electrification of the Retiro – Pilar ( Línea San Martín ) and Plaza Constitución – La Plata ( Línea General Roca ) lines.

After the Trenes de Buenos Aires concession was withdrawn, it left the UGOFE.
