Ulrich Hambüchen

Ulrich Hambüchen (born January 2, 1949 in Korschenbroich ) is a German lawyer and publicist. Professionally, he worked as the presiding judge at the Federal Social Court in Kassel until mid-2014 , and since then he has been working as an independent lawyer and consultant in the healthcare sector.

After his second state examination in July 1977, Hambüchen worked as a lawyer until the end of 1978. A year before his doctorate in July 1980, he was appointed as a judge at the Aachen Social Court. He worked there until 1984. In addition, he set up an advice center for (needy) foreigners in Aachen, which he also ran on a voluntary basis until mid-1984. In the following three years he worked as a research assistant at the Federal Constitutional Court , Department BVR Prof. Dr. Katzenstein.

In mid-1987, Hambüchen moved to the State Social Court of North Rhine-Westphalia in Essen as a judge , where he stayed until mid-1990. He then worked again for three years, from 1990 to 1993, as head of department in the Ministry of Labor, Health and Social Affairs of the State of North Rhine-Westphalia . In addition to overseeing labor and social justice in the country, he was primarily responsible for setting up new labor and social courts in the former GDR.

In May 1993 Hambüchen was appointed judge at the Federal Social Court in Kassel. There he initially worked in the 7th Senate (employment promotion law). In June 2007 he was appointed presiding judge and he was appointed head of the 3rd Senate (health and long-term care insurance, artists' social insurance). He held this office until his retirement at the end of April 2014.

In the period from January 1994 to December 2001 Hambüchen was on leave from his work as a federal judge in order to be able to carry out various activities in development cooperation on behalf of the federal government . In July and August 1991 he was already working for development cooperation in Russia . This was followed by consulting activities in Mongolia (June 1995, May 1996 and July and August 1997), in Vietnam (several times in 2009 and 2010) and in Kyrgyzstan (March 2016). The greatest challenge, however, was probably his work as a legislative advisor in the Ministry of Labor and Social Security in the People's Republic of China from 1994 to 2001. During this time, he was a consultant at the Ministry of Labor and Social Security in Beijing, in particular for the implementation of one market-adjusted labor law and the establishment of a new social security system. From 1997 onwards, a further focus was added to the reorganization of Chinese administrative law - in particular advising the Legislative Commission of the National People's Congress of the People's Republic of China with a focus on administrative reform, state organization and constitutional law. During his entire time in China, over 100 pioneering laws and ordinances were passed, and he played a major role in the creation of these (e.g. Labor Code, Social Insurance Act, Administrative Procedure Act and Legislative Act). In addition, from 1999 to 2001, Hambüchen coordinated the German-Chinese state dialogue for the federal government and the legal office in the State Council of the PR China ("Chancellor Initiative").

After retiring as a federal judge, Hambüchen has been admitted to the bar again since May 2014. His focus is on advising and representing hospitals in all questions relating to billing and medical controlling. He also organizes medical law events (including the Petersberg Forum for Health Care) and gives lectures on virulent topics in health and long-term care insurance. He has also been a member of the Westphalia-Lippe Ethics Commission since 2015.

Hambüchen has appeared as a specialist author with numerous publications in book and magazine form. In March 2016 his first novel "Café Entengrütze" was published by Asso-Verlag Oberhausen. Written in the genre of a crime novel, the story is above all a homage to his new home - the southern Ruhr area.
