The ambitious policeman John is given the task of sneaking into the football gangs that are causing violence in the area. He is supposed to locate the generals , those who direct and command the violence, and put them down. But with the longer influence that John is exposed to from his new environment, his attitude also changes and he himself begins to become one of the thugs he should fight.
