The United States Public Health Service ( PHS ) is an agency within the United States Department of Health . She reports to the Surgeon General of the United States .

Foundation and organization

This organization was founded in 1798 as a loose network of hospitals to ensure the health of American sailors . In 1798 a law was passed that was supposed to ensure the care of sick and injured members of the merchant navy . The first naval hospital was in Boston . More hospitals were founded a little later along inland waters such as the Great Lakes , as well as on the coastal towns of the Gulf of Mexico and the Pacific coast .

In 1870 the loose network was transformed into a more centrally monitored Marine Hospital Service . The headquarters were in Washington, DC John Maynard Woodworth , who headed this organization in the 1870s, organized this institution on the lines of the military.

Initially only doctors were employed in this organization, but in the course of the 20th century dentists who were urgently needed when the war veterans returned in 1919, specialists in hygiene issues , pharmacists , nurses and scientists were added. Until 1939, the Public Health Service was under the Ministry of Finance because it was previously financially supported by special fees from seafarers.

Public Health Service Commissioned Corps

One sub-organization is the Public Health Service Commissioned Corps. The employees wear uniforms that correspond to the naval uniform; this corps is one of the Uniformed Services of the United States . There are over 6,000 employees.

Tuskegee Syphilis Study

Between 1932 and 1972, the USPHS conducted the Tuskegee Syphilis Study in the Tuskegee, Alabama area . Low-income blacks were examined with regard to the course of untreated syphilis. When drugs to fight the disease were available, they were not made available to the subjects. Instead, they were told they had "bad blood". Presidents Clinton and Obama later apologized for the study.

Uniforms and ranks

Special badges are used on the uniforms. Although the members of the corps wear naval uniforms, they are not soldiers, but non-combatants according to the Geneva Conventions.

The ranks in the PHS Commissioned Corps are (in brackets the comparable rank of the Navy):
