Vangjel Dule ([ vanɟɛl duˑlɛ ], Greek Βαγγέλης Ντούλες ; born November 18, 1968 in Gjirokastra ) is an Albanian politician . He was the founder and since 2002 chairman of the party Association for Human Rights . It was founded in 1992 to politically represent the Greek minority in Albania .

Vangjel Dule  studied English at the University of Tirana . He also taught English and Greek in Gjirokastra.

Vangjel Dule has had a seat in the Albanian Parliament since 2001 . He represents the Qark Vlora . His party, the Association for Human Rights, was in a coalition with other parties with the Socialist Party of Albania , which formed the ruling majority after the 2013 parliamentary elections . Dule was the only representative of his party in parliament since 2005. In the 2017 general election , Dule ran for the Democratic Party and was narrowly elected. His old party, the Association for Human Rights, did not run for this election.

From September 23, 2002 to January 10, 2006 and from January 22, 2007 to January 25, 2010 Vangjel Dule was a member of the Parliamentary Assembly of the Council of Europe .
