A total of 140 seats

On June 25, 2017 were parliamentary elections in Albania instead. It was the eighth elections to Kuvendi i Shqipërisë , the Albanian parliament , since the fall of the communist regime in 1990/91. The original election date was June 18, 2017. The ruling Socialist Party (PS), with Edi Rama as prime minister and chairman, emerged victorious from the election.

The election process was considered "calm" and orderly, but international observers are still calling for some reforms.

prehistory

In the elections in summer 2013 , the PS took over the majority from the ruling Democratic Party (PD) under Prime Minister Sali Berisha . A coalition government was formed with the Socialist Movement for Integration (LSI) - a splinter party of the socialists that was previously a coalition partner of the PD . In the 2015 local elections , the Democrats suffered another defeat.

In February 2017, the opposition Democratic Party entered a protest linked to a boycott of parliamentary sessions. They called for the government to resign, as it would not guarantee fair and free elections. A protetscamp was set up in front of the Prime Minister's Office in Tirana on Bulevardi Dëshmorët e Kombit . The presidential election also fell during the 90-day period of protest . The deadline for submitting lists of candidates for the upcoming parliamentary election was missed. On May 18, party leaders Edi Rama and Lulzim Basha agreed on a compromise: The internationally mediated consensus led by German MEP David McAllister saw, among other things, the postponement of the parliamentary elections by one week and the appointment of seven non-party ministers by the opposition for one "Technical government" and several reforms in the electoral process. The PD was unable to enforce their demand for a resignation from the government.

A task force headed by the new independent Deputy Prime Minister Ledina Mandija monitored the agreed adjustments to the electoral process.

Electoral system

The members of the 140-seat parliament were determined in twelve constituencies, which correspond to the twelve Qarks , in proportional representation with unchangeable party lists. The electoral threshold was 3% for parties and 5% for alliances . The seats were distributed to the alliances using the D'Hondt procedure and then to the parties using the Sainte-Laguë procedure .

Due to changes in the population, the number of seats in some constituencies changed: Tirana had two more seats and Durrës one, while Korça, Berat and Kukës each had to give up one seat.

Registered parties and coalitions

A total of 18 parties competed. Three of them missed the original filing date but were retrospectively admitted after the PD ended their boycott. Two more were no longer admitted. Coalitions were not allowed this time.

Results

The turnout was very low at 46.72%. Possible reasons for this were the hot weather and the festival of breaking the fast that took place on the same day . By-election polls predicted a clear victory for the PS on Sunday evening.

The socialists received the most votes and achieved an absolute majority in the new parliament with 74 seats . The LSI had 19 mandates, the PD 43, the PDIU 3 mandates, and the PSD won one mandate.
