Ledina Mandija

Ledina Mandija (born June 3, 1974 in Shkodra ) is an Albanian lawyer . In the course of a government reshuffle , she was Deputy Prime Minister of Albania in the cabinet under Prime Minister Edi Rama ( PS ) from May to September 2017 . She was the first woman in this office and was replaced by Senida Mesi ( PS ).

Ledina Mandija studied law at Shkodra University from 1992 to 1996 . From 2003 to 2005 she studied at the University of Tirana and obtained a master’s degree in civil law . In 2006 she completed a six-month fellowship program at the University of Kansas . In 2013 she received her doctorate for a treatise in private procedural law .

From 1996 to 2007 she taught family law and procedural law in civil litigation at Shkodra University. At the same time she also worked as a lawyer specializing in civil and family law. Since 2007 she has been working as a public prosecutor and professor at the University of Tirana. The then Prime Minister Sali Berisha appointed her as Attorney General in 2010. As a public prosecutor, she represented Albania before international bodies such as the European Court of Human Rights and before an arbitration tribunal against ČEZ in the case of the electricity supply company CEZ Shpërndarje . In October 2013 she was relieved of her position by the new Prime Minister Edi Rama. She subsequently sued the Albanian state for this dismissal. From 2009 to 2011 she was also a member of the National Commission for Consumer Protection . From 2010 to 2015 she also taught at the Magistrate School of the Republic of Albania . She has been the legal advisor to President Bujar Nishani since 2014 .

In spring 2017, the Democratic Party boycotted parliament for 90 days and did not nominate candidates for the upcoming parliamentary elections because they did not expect fair and free elections under the current government. The Democrats were unable to enforce their demand for a resignation from the government, but a compromise was reached under pressure from international mediators, which included postponing the parliamentary elections by a week, several reforms in the electoral process and the formation of a kind of “technical government” through the appointment of seven new ministers provided. The ministers could be chosen by the opposition, but had to be non-party. Ledina Mandija, who was appointed Deputy Prime Minister, was one of the seven ministers in the technical government. On May 22, 2017, she was confirmed in this position by the President of the Republic. As a result, she became deputy chairwoman of the Rama cabinet , the chairman of which she had once dismissed as attorney general. In her new role, as head of a task force, it is her responsibility to monitor the adjustments to the election process.

Ledina Mandija is not married.
