Shkëlqim Cani

Shkëlqim Cani (born May 6, 1956 in Tirana ) is an Albanian politician ( PS ). From 2013 to 2016 he was finance minister in the first government cabinet under Prime Minister Edi Rama .

biography

Cani completed a degree in finance in 1980 and, between 1981 and 1983, a postgraduate degree in foreign trade at the University of Tirana . In 1991 he wrote a dissertation in the field of banking and obtained a doctorate in economics . After completing his postgraduate studies, Cani became President of the External Affairs Department and a member of the Supervisory Board of Banka e Shqipërisë in 1985 . He was able to attend training programs at the Länderbank (1985) and at the Deutsche Bundesbank (1989).

When the almost 50-year-old socialist dictatorship was overthrown in Albania in 1990/91 , the central bank, like many other state institutions, experienced a structural change. Cani then moved to the Handelsbank Albania ( Albanian  Banka Tregtare e Shqipërisë ) in 1990 , where he was General Manager for a year.

After that, Cani entered Albanian politics. He was the representative of the Party of Labor of Albania ins Kuvendi i Shqipërisë for the XII. Legislative term elected. He was also a member of the government from February 22 to June 12 in 1991 and served as deputy to Prime Minister Fatos Nano . In 1992 he was re-elected to parliament and was a member of the parliamentary commission for economics and finance for the entire legislative period up to 1996. Between 1994 and 1997 he was also on the board of directors of the Lions Club in Albania.

In the 1997 parliamentary elections, Cani was re-elected to parliament and was a member of the Parliamentary Commission on Economy, Finance and Privatization for a few months, but had to resign after he was appointed Governor of the Central Bank of Albania . During his time as President of the Central Bank until 2004, Cani was also Governor of the International Monetary Fund and the Multilateral Investment Guarantee Agency in Albania. Between 1997 and 2002 he was also Chairman of the Board of Directors of the Tirana Stock Exchange . Cani has been Professor at the University of Tirana since 2003 .

In 2013 Cani was re-elected to parliament and appointed Minister of Finance by the newly elected Prime Minister Edi Rama . In February 2016, he resigned from this position without giving reasons.

Private

Shkëlqim Cani is married to Merita Cani.

Cani is fluent in English and has language skills in Italian , French , German and Russian .
