In the parliamentary elections in 2009 , Olta Xhaçka was elected to the Albanian parliament for the first time . She was re-elected in 2013 and 2017 . It was in March 2017 as a replacement for Blendi Klosi, Minister of Social Affairs and Youth in the government appointed. At the same time, three further ministerial posts were filled, including the Ministry of the Interior and the Ministry of Health. The reason for the change was that the most important people in the party should have more time for the upcoming parliamentary elections. Xhaçka was replaced by Xhulieta Kërtusha two months later. This was the result of a compromise between Prime Minister Edi Rama and opposition leader Lulzim Basha after a 90-day parliamentary boycott by the opposition. According to the agreement, this was allowed to appoint seven non-party ministers who formed a “technical government” before the elections , which should guarantee a fair election process.
