Between 2007 and 2009 he was a member of the Socialist Party on the Tirana City Council. He was then elected to parliament and took over the office of chairman of the parliamentary commission for European integration.

On July 31, 2013, the chairman of the socialists, Edi Rama , announced that Ditmir Bushati would become foreign minister in his future cabinet. In 2017 he took up a second term as Foreign Minister after the parliamentary elections . After a period of prolonged student protests, Rama replaced eight ministers, including the foreign minister, on December 28, 2018. Rama explained the change in view of the upcoming local elections in June 2019 and said it was time for Bushati to take care of Shkodra. His young deputy, Gent Cakaj with Kosovar roots, was to be his successor .
