The elections for Kuvendi i Shqipërisë on June 23, 2013 were the seventh since the fall of the dictatorship in 1990/91

On June 23, 2013 were parliamentary elections in Albania instead. It was the seventh election for Kuvendi i Shqipërisë , the Albanian parliament , since the fall of the communist regime in 1990/91. Despite one death and two seriously injured people on election day, the election process was considered “calm” and more orderly than the last national election. Edi Rama from the Partia Socialiste (PS) emerged from the election as the winner. Sali Berisha from the Partia Demokratike (PD) resigned as Prime Minister of Albania.

Since 2005 Sali Berisha has formed the government of the country with his Partia Demokratie . In the last election in 2009, the Democrats won 68 of the 140 seats in parliament, while their main opponent, the Partia Socialiste, won 66 seats. In order to be able to form a government again, the PD had to rely on coalition partners , as it did not have a majority of over 70 seats in parliament. Together with their long-term partners, the Republicans and the Partia për Drejtësi, Integrim dhe Unitet , they were able to get exactly half of the seats, but needed a simple majority to form a government . That is why the Socialist Movement for Integration (LSI) - a splinter party of the socialists - was asked for a coalition, which finally agreed and was a government partner in the Berisha II cabinet until April 2013 . On April 2, 2013, however, the LSI broke with the Democrats to form an electoral coalition with the ideologically like-minded PS.

The parliamentary elections, however, were followed by a long political crisis that has lasted practically until today and which further strained the already strained relations between democrats and socialists. The crisis led to a month-long boycott of parliament and bloody anti-government protests in January 2011, both organized and carried out by the socialists. The cause of the crisis is the socialists' dissatisfaction with the PD and the government. She accuses her of having faked the 2009 parliamentary elections . They are also accused of bad governance, nepotism, corruption and abuse of law. However, the PD and the government are continually countering accusations which, together with the accusations of the socialists, have since shaped the already tense political climate in Albania.

President Bujar Nishani issued a decree on December 3, 2012 setting the parliamentary election on June 23, 2013. This was preceded by meetings between Nishani and the leaders of the various political parties a month earlier .

On April 15, 2013, the ruling faction among the Democrats and their allies in parliament voted unanimously to replace Ilirjan Muho, a member of the Central Electoral Commission (KQZ), with Klement Zguri. Muho was a candidate for the Socialist Movement for Integration , which a few days ago left the ruling coalition led by the Democrats. For his part, Zguri was proposed by the Republicans , who are a coalition partner of the Democrats. The next day Denar Biba resigned from all his functions in the Central Electoral Commission in protest. On April 17, Albana Shtylla also resigned from her post as a member of the commission. The President of the Parliament, Jozefina Topalli , then asked the opposition socialists to submit two new candidates to Parliament, as the socialists are no longer represented in the Commission. On April 18, Jani froze his commission work on the grounds that the government had openly undermined the independence of the KQZ. Jani, for his part, was proposed in 2012 by the Partia Bashkimi për të Drejtat e Njeriut .

Before election day, the United States Department of State had expressed concern about the latest developments, because a Central Election Commission exclusively with government candidates and boycotted by the opposition could have jeopardized the conduct of the June 23, 2013 election.

Survey

There were surveys that showed the trend towards strengthening the Partia Socialiste as early as the turn of the year 2012/2013. The SOROS survey came to the conclusion that by February 2013 a majority of those eligible to vote was still undecided.

Registered parties and coalitions

On April 19, 2013, the Central Election Commission (KQZ) published the list of all parties registered for election. A total of 72 political parties submitted their registration for the election, six of which were rejected because they had not considered the registration deadline. Thus 66 parties are running for the 2013 parliamentary elections.

Independent

In the parliamentary elections, the two youngest parties, Fryma e Re Demokratike (FRD) (under ex-President Bamir Topi ) and Aleanca Kuq e Zi (AK) (under Kreshnik Spahiu ), ran alone and were not represented in any coalition.

Results

In this election a total of almost 3.3 million Albanians were eligible to vote. The turnout was 53.5%. This represented a slight increase of around 2% compared to the last general election in 2009.

The Alliance for a European Albania received 991,118 votes and thus 57.7% of the votes cast. She was therefore the clear winner of the election and received 84 seats in the Albanian parliament. The Alliance for Work, Welfare and Integration made it to 676,433 votes, which corresponds to a share of 39.4% and brought it 56 seats in parliament.

In response to this outcome, Sali Berisha resigned as Prime Minister of Albania and Chairman of the Democratic Party. Edi Rama becomes the new head of government. The fact that the Partia Demokratike recognized the official election result of the election commission and thus its defeat was seen as a sign of the country's democratic maturity. In this regard, the election has been under particular scrutiny as Albania is trying to obtain candidate status for EU membership in the foreseeable future .
