The Aleanca Kuq e Zi ( Albanian for "Alliance Red and Black"; acronym: AKZ ) is a party in Albania that is nationalist and right-wing populist . Since it was founded in 2012, it has always missed the percentage hurdles in the elections and has not yet won a parliamentary or local seat.

The AK appears in Kosovo , Macedonia and in the Albanian diaspora as an organization and citizens' initiative . The party chairman had been Kreshnik Spahiu since it was founded , who was replaced by Lumturi Ratkoceri in 2017 .

Political orientation

The Aleanca Kuq e Zi aims for the unification of Albania and Kosovo . She opposes the Albanian Orthodox Church , as it has ties to Greece. She rejects “mixed marriages” between Albanians and Macedonians. In its party program, the AK demands a strong and assertive rule of law (“ law and order policy ”).

The philosopher and philologist Vincent W. J. van Gerven Oei, who teaches at the University of New York in Tirana and at the Koninklijke Academie van Beeldende Kunsten in The Hague, described the party as fascist or neo-fascist in an article on his blog continent . The politicians of the alliance, above all their chairman Spahiu, use a vocabulary that discriminates against neighboring peoples and assess the Albanian people as “something better”.

On November 18, 2011, the subsidiary organization for women and girls Aleanca e grave dhe vajzave Kuq e Zi was founded.

The AK still had the status of a political movement until March 20, 2012, when it has since been registered as a party in Albania.

Allianz took part in the parliamentary elections on June 23, 2013 and achieved a comparatively poor result. It only achieved 0.59% of the total vote, which was not enough for representation in parliament . The 2015 local elections were boycotted by the party.

In the run-up to the Albanian parliamentary elections in summer 2017 , Kreshnik Spahiu announced his retirement from politics in May and finally resigned from the chairmanship of Alenca Kuq e Zi. The intellectual Lumturi Ratkoceri was then elected party chairman .

Petitions

Against ethnicity and religion surveys in censuses

In 2011 the alliance began collecting signatures for a petition to the Albanian Parliament , which provides for a legal ban on questions about ethnicity and religion in future censuses. The reason for this approach is the next large census in Albania, which is to take place on October 1, 2011, in which, for the first time since the fall of communism, religion and ethnicity will also be surveyed. The Aleanca Kuq e Zi is against such an idea because it sees the secular state of Albania at risk. In addition, many southern Albanians could tick each other as Greeks on the ethnicity question; Many hope that this will give them a work permit for Greece . If these cases should occur, Greek autonomy efforts in some areas of southern Albania ( see: Northern Epirus ) could intensify, according to the alliance.

On June 22nd, the Alliance presented its petition, signed by thousands of supporters, to Parliament; some MPs have already expressed their sympathy for the idea. However, on June 28, an extraordinary session was called in parliament (the opposition was not present; see Political Crisis in Albania since 2009 ) to adopt a bill on the questioning of ethnicity and religion in censuses, which provides for the aforementioned information from to query the population. The draft was approved with 71 votes. The sympathizers of the Alliance protested in vain in front of the parliament building.

The Greek MEP Nikolaos Salavrakos of the right-wing populist LAOS described the Aleanca Kuq e Zi as an ultra-right , financially well-funded organization for spreading xenophobia . Albanian Supreme Court member Lorena Kodra is said to have been dismissed for her rejection of the Aleanca Kuq e Zi's rejection of religious affiliation and ethnic origin in future censuses, indicating that the Alliance was led by a high-ranking member of the Justice Council .

"One people, one pass"

Another petition from Aleanca Kuq e Zi is in the preparatory phase. Një Komb Një Pasaportë (“One People, One Passport”) plans to amend the Albanian Constitution of 1998 in some sections relating to Albanian citizenship. Every (ethnic) Albanian should now be able to get an Albanian passport. So also those who live outside Albania in Kosovo , Macedonia , Serbia , Montenegro and in the diaspora . She justifies this procedure on the one hand with the right of every Albanian to get the citizenship of his mother country , on the other hand with the actions of the neighboring countries Greece, Serbia and Bulgaria , which have been using this regulation for a long time. This initiative would identify, expose and make public the practices of the region, particularly against the Bosnian and Albanian populations. Although the governments of the respective countries pretended to be harmless, Serbia provided passports for Serbian citizens in Bosnia and Kosovo, Croatia for Croatian citizens in Bosnia and Greece did the same in southern Albania.
