The Qark Dibra ( Albanian  Qarku i Dibrës ) is one of the twelve Qarks in Albania . It is located in Eastern Albania and has an area of ​​2586 square kilometers. The capital is Peshkopia , where the council and the prefect are also based.

At 2,764 meters above sea level, the Korab is the highest mountain in Albania.

The Qark Dibra consists of the four communities ( bashkia ) Bulqiza , Dibra , Klos and Mat . In the east it borders on North Macedonia . In the south, Qark Dibra shares a border with Qark Elbasan . Clockwise the Qarks Tirana and Durrës follow in the southwest , Qark Lezha in the northwest and Qark Kukës in the north .

The region includes part of the historical Dibra region , the Dibra e Vogël , as well as the Mat region. The whole area is mountainous. Several mountain ranges run in a north-south direction: In the east on the border with North Macedonia the Korab massif with the Maja e Korabit , at 2764  m above sea level. A. the highest mountain in Albania. In the center rise the mountain ranges of Mali i Dejës and the Lura Mountains , which are protected in the northern part as the Lura National Park and in the southern part as the Zall Gjoçaj National Park . The Skanderbeg Mountains stretch out on the western border . Here, not far from Kruja, is the Qafë Shtama National Park . Significant rivers are in the east of the Drin and in the west of the Mat region , connected by the valley of the Zall i Bulqizës, which runs across the mountain ranges .

The Shkopet and Ulza reservoirs are located in the northwesternmost tip of the area . The region, but especially the central part, is rich in chromium , which is particularly uncovered in Bulqiza .

The statistical office of Albania's Instituti i Statistikës recorded a population of 137,074 inhabitants in the 2011 census, which corresponds to a decrease of almost 30% in ten years.

The religion with the most followers is Sunni Islam (81.4%). There is also a large minority of Bektashi (3.84%). Macedonians who are mostly Orthodox live on the eastern border .

Politics and administration

The Qark Council (alb. Këshilli i Qarkut ) based in Peshkopia has 17 members.

For the legislative periods of the Albanian parliament beginning in 2009 and 2013 , the Qark has six members out of a total of 140.

Until 2015 the Qark Dibra consisted of the three districts Bulqiza , Dibra and Mat , whose 35 parishes were merged into the new four parishes. The administrative level of the districts was dissolved.

The chairman of the Qark council takes on the executive functions together with the chair and is elected by the Qark council every four years. The chairman of the Qark Council has been Hajri Laçi ( LSI ) since 2015 .

Shkodra is the seat of a district court (alb. Gjykata e Rrethit Gjyqësor). The public prosecutor's office is also located there.
