Prefect (Albania)
The prefects in Albania ( Albanian prefekt / prefekti ) are representatives of the central government at the level of the twelve Qarqe , the first level of the administrative structure of Albania .
The prefects are appointed by the government and oversee the local Qarqe councils and communities. In addition, they carry out certain local government affairs that have not been assigned to the local authorities, or coordinate between the local offices of the ministries. The prefects are thus the extended arm of the government in the regions.
The function of prefect was first created in 1992. The institution was criticized by local and foreign constitutional lawyers because of its less democratic and centralistic nature. In 2000 the qarqe were created based on the 1998 constitution , which initiated a process of decentralization . In 2002 the law on prefects was enacted, which regulates their tasks, responsibilities and duties, appointment and dismissal as well as cooperation with other authorities.
With prefektura the official seat of the prefect is called today. The previous prefectures were dissolved with the creation of the qarqe.
