The Delvina district ( Albanian Rrethi i Delvinës ) was one of the 36 administrative districts of Albania that were abolished in the summer of 2015 following an administrative reform. The area in the south of the country with an area of 367 square kilometers belonged to the Qark Vlora . With less than 11,717 inhabitants (2011), it was the poorest district in the country. The district was named after the capital Delvina .
The area of the Delvina district is located in the hinterland of Saranda , bordered by the sea coast by a range of hills and separated from the Drino Valley by the Mali i Gjerë mountain range . In the southwest of the region lies a wide plain. The north and east are very hilly to mountainous. The river Bistrica crosses the area from east to west.
Almost half of the people living in the Delvina district belong to the Greek minority . 18 of a total of 37 villages in the district are mostly inhabited by Greeks. Many of the Greeks and Albanians, especially the young, have emigrated to Greece for economic reasons since the end of communism : in ten years more than 40 percent of the population. The whole district is suffering from this population decline .
Besides the state there are hardly any employers. The region, which does not border the sea, has not yet been able to benefit directly from the booming tourism in Saranda. The karst spring Syri i Kaltër ( Blue Eye ) is famous and serves as a cool oasis for many day trippers. There are several hydropower plants on the Bistrica .
The church Shën Kollë ( St. Nicholas ) in Mesopotam is of cultural and historical significance , which some historians call the oldest existing Byzantine church in Albania, while others date it as a building from the late 13th century . Not far from there are the remains of the ancient city of Phoinike on a hill near the village of Finiq .

The area of the district has been divided into the municipalities ( bashkia ) Delvina and Finiq since 2015 . The latter also includes other communities inhabited by Greeks that formerly belonged to the Saranda district .
