The district of Elbasan ( Albanian : Rrethi i Elbasanit ) was one of the 36 administrative districts of Albania that were abolished in the summer of 2015 after an administrative reform. The district with an area of ​​1290 square kilometers belongs to the Qark of the same name and had 188,662 inhabitants (2011). The district was named after the capital Elbasan .

Today the area of ​​the district is divided into the parishes ( bashkia ) Belsh , Cërrik  and Elbasan.

The district of Elbasan comprised an area in central Albania at the transition between the coastal plain and the mountains. With the exception of the west, the whole area is surrounded by mountains that increase in height from west to east. In the center of the circle lies the valley of the Shkumbin river , which enters the wide Elbasan basin through a narrow gorge in the east and flows further across the circle to the west. The great Myzeqe plain stretches from Elbasan to the west and south-west to the Adriatic Sea (around 60 kilometers) . This is bordered in the south by the Devoll river , which also flows through the Elbasan district coming from south-eastern Bania, approaches the Shkumbin at Cërrik up to ten kilometers, describes an arc to the south and then in places forms the border to the south to the Qark Berat .

North of the Shkumbin, the landscape rises rapidly. The Kodrat e Krrabës ( Krraba Hills ) and the Çermenika reach heights of over 1000 meters. The southeast of the district is even more mountainous, where the Malet e Shpatit ( Shpati Mountains ) rise to 1880 meters ( Maja e Shirokut ). To the west of these mountains the Devoll is dammed into a large lake. In the far south-west there is also a large artificial lake, which was not created to generate energy, but for irrigation. In the Dumreja area ( Diapirdom von Dumreja ) around the small town of Belsh in the west of the district there are around 80 small karst lakes ( Liqenet te Belshit / Dumreja lakes ). A few kilometers south of Elbasan there is a warm spring near Llixhat , whose healing water is also used for medical treatments.

A few kilometers west of Elbasan, a huge steel mill was built by the communists in the 1970s . More than 10,000 people once found work here. Almost all of them became unemployed after the collapse of the communist regime. In 1993, Elbasan County had the highest unemployment in the country. The city and the surrounding area are still suffering today. Attempts to revive industrial production in Elbasan had little success.

In the less central areas of the region, agriculture is still the main source of income.

The Shkumbin Valley has been an important transportation axis since ancient times . The Roman road Via Egnatia also ran through Elbasan (then Scampa ), as did Corridor 8 of the Pan-European Transport Corridors today . Numerous remains of the Roman road and associated infrastructure can still be found in the area around Elbasan. The modern city goes back to the founding of the Ottomans , who built a fortress at this important point.

In Elbasan, the road from Tirana over the Krraba Pass ( SH 3 ) and from Durrës through the Shkumbin Valley to south-eastern Bania ( SH 7 ) unite . The route of the Albanian Railway HSH to Pogradec also runs through the Shkumbin Valley.
