The municipality of Dibra ( Albanian Bashkia e Dibrës ) is one of the 61 municipalities ( bashkia ) of Albania in the east of the country. The municipality with an area of 761 square kilometers corresponds exactly to the former Dibra district . It belongs to the Qark Dibra , which also has Peshkopia as its capital. The municipality has 61,619 inhabitants (2011), according to its own information even 81,394 inhabitants (2011). The name comes from the region of the same name Dibra , whose northwestern half - also called Little Dibra - it roughly covers.
geography
The community is located on the middle reaches of the Black Drin on the border with North Macedonia . Mountain ranges form the border in the east and west, with the Black Drin running from south to north in a wide valley in between. From the valley floor the terrain rises only gradually to the east, before it rises steeply to a high mountain range. In this partly terrace-like area at the foot of the mountains there are numerous villages and also the main town Peshkopia. In the Korab Mountains , which also form the border with North Macedonia, the Maja e Korabit ( 2764 m above sea level ) is the highest mountain in Albania and North Macedonia.
The Lura National Park is located in the western, very remote mountainous region .
The construction of the Rruga e Arbërit road will link the region better with the centers of Albania.

Despite its proximity to Macedonia, the ethnic structure of the population is relatively homogeneous; In addition to the Albanian majority, however, there is a small Macedonian minority. They live in the villages around Maqellara . In contrast to the Macedonians on Lake Prespa, there are no native language classes for the Slavs in the municipality of Dibra and no independent municipality.
Almost 90 percent of the population is Muslim , the Macedonian minority is Orthodox. The Transfiguration Church is located in the village of Herbel and the Allajbeg Mosque at Maqellara , both of which are historical buildings that are protected as cultural monuments.
Both Albanians and Macedonians often have relatives in Macedonia, so exchanges are quite lively. Like all rural areas in Albania, the Dibra is also characterized by high levels of migration.
