Rruga e Arbërit

The Rruga e Arbërit (also Rruga e Arbrit ) is a road project under construction that will connect Tirana directly with the Dibra region in eastern Albania .

The Tirana – BulqizaMaqellara line is said to be a well-developed two-lane expressway ( superstradë ) that is 100 kilometers shorter than the current long-distance connection via Milot . Although project drafts for a motorway were also available, such a construction was rejected because the relatively low traffic load would not justify the high costs. Several tunnels and high bridges pose great challenges for the builders.

The 69-kilometer route is intended on the one hand to significantly shorten the journey between Tirana and Dibra and Skopje , and on the other to connect the North Macedonian sales market with Italy via Durrës . At 160 million euros for the time being, the total costs are now given at 250 million euros (this corresponds to around 3.6 million euros per kilometer).

Historical Rruga e Arbërit

Arbër is a historical name for the Albanians - Rruga e Arbërit thus roughly means the street of the Albanians .

Rruga e Arbërit used to be the name of a caravan route that linked Durrës on the Adriatic Sea via Tirana with the mountainous hinterland of Dibra. Like the current road project, it led through the same valleys and over the same passes. The caravan route was the main connection to Eastern Albania until the 1930s. It was only at this time that motorways such as the Kruja - Burrel connection and the continuation to Dibra emerged.

The four listed old stone bridges Ura e Brrarit east of Tirana with an arch around 20 meters wide, the Ura e vogël të gurra e kodrës near Xibra, the Ura e Guri të Hoxhës near Guri i Bardhë and the Ura bear witness to the old streets e Vashës in the south of Mat .

Route

The first section of the route runs from the coastal plain on the northeastern outskirts of Tirana over the Skanderbeg Mountains to the Mat near Klos region . This part leads through mostly hardly or completely undeveloped mountain landscape. First, to the northeast of Tirana, the Tujan Gorge is passed, which cuts into the mountain range north of the Dajti . A tunnel around 70 meters long was built here. A completely new route is being laid from Zall-Dajt in the Dajti National Park , which leads in several bends to a crest tunnel at almost 850  m above sea level. A. Altitude, which crosses the pass Qafa e Murizës (approx. 1250  m above sea level ) in two tubes. The smaller tube of the 3200 meter long tunnel is used for maintenance and emergencies; there are six connecting tunnels. Then the route leads to the remote villages of Xibra and Gur i Bardhë (approx. 900  m above sea level ) and on to the river Mat . Several short tunnels of 360, 370 and 500 meters in length are necessary in the very steep terrain. The Mat is crossed at the Ottoman stone arch bridge Ura e Vashës by means of a 152 meter high and 280 meter long bridge.

New line on the Plan i Bardhë level

From the Mat valley, a second section goes under the Qafa e Buallit ( 842  m above sea level ) to Bulqiza : From the Ura e Vashës the route climbs to the Plani i Bardhë plain . At the end of the pass, the pass is crossed in a 465 meter long tunnel. A ramp leads down from the pass into the plain near Bulqiza. An approximately three kilometer long feeder connects the new road from Ura e Vashës to Klos .

The last piece leads from Bulqiza to the inside . The road passes Bulqiza and joins the SH 6 east of the town . It follows its course until shortly before Shupenca. There it crosses the river Zall i Bulqizës at the bridge of Çerenec on a new, 150-meter-long bridge for a new route of around nine kilometers. This follows the river Zall on its southern bank to the Drin. The Rruga e Arbërit crosses this on a new 270 meter long bridge. From there it leads to Maqellara, where there is also a border crossing to Debar in North Macedonia . The road is to be continued in North Macedonia.

State of development

The planning goes back to the year 2008. By 2011, 20 kilometers east of Bulqiza to Ura e Çerenecit had been renewed and completed. To the west of Bulqiza and the tunnel under the Qafa e Buallit , construction was carried out in 2011 without these sections of road being opened to traffic. In autumn 2017, around 15 kilometers were partially completed.

The construction project was subsequently interrupted and redimensioned due to unclear financing. The concession was negotiated with a Chinese company for a long time. The negotiations finally broke down and the project was put out to tender. The winner of the tender was announced in spring 2017. The western part of the Rruga e Arbërit is now being built by the Albanian company Gjoka Konstruksion , which will then also operate the tunnel and collect the tunnel toll . 3,690 vehicles are judged per day. The tunnel toll should be € 4.

New bridge over the Drin (2019)

The construction work should be completed by early 2021. In 2018, work on various sections of the route was in full swing again. All tunnels and the large bridges over the Mat, the Drin and the Zall i Bulqizës were built. 1550 meters of the eight kilometers of tunnel tubes had been excavated by this time. In the summer of 2019 a collapse of the tunnel at the Murizapass was reported.
