The municipality of Mat ( Albanian Bashkia e Matit ) is one of the 61 municipalities ( bashkia ) in Albania . The community in Qark Dibra is located in the north-east of the country around the main town Burrel (around 10,000 inhabitants; 2011). The community has 27,600 inhabitants (2011).
The municipality is located on the middle reaches of the Mat River . It includes the northern part of the Mat landscape and the former Mat district - the southern part belongs to the municipality of Klos . Most of it is remote mountain and hill country, which is only accessible by the Rruga shtetërore SH6 , which connects Milot on the coast with Peshkopia .
The landscape is bordered by mountain ranges in the west and east. The Mat River is dammed into the larger Ulza Lake and the smaller Shkopet Lake in the municipality . The small, undeveloped Zall Gjoçaj National Park is located within the municipality .
