Presidential election in Albania 2012
The presidential election in Albania took place in June 2012 . Bujar Nishani was elected on June 11, 2012 .
Voting system
The presidential election is an indirect election. It is held in secret ballot by the members of parliament and can constitutionally have up to five rounds. By the third attempt, a candidate must receive three fifths of the vote in order to be elected. If one of the two candidates does not achieve an absolute majority in the fifth round , parliament is dissolved and new elections take place within 60 days. The elected head of state serves for a period of five years.
Starting position
In June 2007 the parliament of Albania elected the molecular biologist Bamir Topi , the candidate of the Democratic Party (PD) , as president of the country after four attempts . Due to internal party disagreements, Bamir Topi's camp split off from the PD in April 2012 and founded its own party, the Fryma e Re Demokratike (FRD). However, Topi himself will only join this political movement after his term of office. This division of Topis from the other Democrats makes his re-election uncertain.
Candidates
Various small parties have already confirmed their support for some candidates. The Christian Democratic Party pledged its support to the current Speaker of Parliament, Jozefina Topalli (PD). The Democratic Alliance relies on its party leader, the archaeologist Neritan Ceka . Far fewer chances are given to the two candidates of the National Albanian Front , Aleko Gjergjo and Hajredin Fratari .
The names of the official candidates from the two largest parties, the Democratic and Socialist Parties (PS), have not yet been released. The socialists rely on a candidate who is supported by both sides, while the democrats rely on a “constitutional election”, i.e. an election with an absolute majority.
In April 2012, Fatos Nano announced its ambitions for the presidency. On May 3, after a meeting with its party leader Vangjel Dule, he received the support of the Association for Human Rights . Nano also met with the chairman of the Socialist Movement for Integration to get possible support, but this meeting with Ilir Meta remained without a clear result.
Opposition leader Edi Rama (PS) refused to support Nano in May 2012, before being followed by Fatmir Mediu (PR) and Prime Minister Sali Berisha (PD).
Election process
In the first three ballots, no candidate could achieve the necessary majority.
The opposition socialists did not take part in the fourth ballot. Former Interior Minister Bujar Nishani was elected with 73 votes. On July 24, he succeeded Bamir Topi, who had been head of state since 2007.
