The association was first founded in 1899 under the name Association for Combating Fraudulent Pouring e. V. Headquarters in Munich was founded, but it was banned during the National Socialist era . In 1970 Rudi Scheibengraber and Sigi Eder re-founded the association.

The association currently has almost 4,000 members, including the former Mayor of Munich Christian Ude and the former Bavarian Prime Minister Edmund Stoiber . Jan-Ulrich Bittlinger has been president of the association since 2007. In July 2018 he handed over the chairmanship to President Nina Urban and Vice President Sebastian Reichel. The association is active beyond the city limits of Munich and carries out controls on the Cannstatter Wasen in Stuttgart and in the Cologne carnival.

At the Oktoberfest 2007, the VGBE provided a broad discussion with the announcement of a Wiesn citizens' initiative for more tradition and comfort at the world's largest folk festival.
