The United Main Center 14 , also United Main Center of the Uniform Air Traffic Control System of the GDR , (short: VHZ ), was the central armed forces joint air traffic control coordination facility of the Soviet Armed Forces in Germany (GSSD), the National People's Army (NVA) and the civil institutions to clarify procedures of air traffic control in the airspace of the GDR.

In the VHZ the joint planning of the GSSD flights was in progress; but also the so-called armed organs of the GDR , civil aviation and the Society for Sport and Technology for the airspace of the GDR as well as for border crossings.
Regardless of this, the commander of the air force of the GSSD was de facto sole sovereign for all flight movements in the airspace of the GDR, according to the allied control status. He was also responsible for coordinating the three air corridors from and to Berlin (West) , including the Berlin Control Zone (BKZ) with the Allied Control Council .
This was the reason for the separation of the VHZ into a Russian GSSD section and a German air force / air defense NVA section . The official language was Russian without an interpreter, which is why only soldiers trained in the Soviet Union were used on the German side.
The operational management of the Russian section was carried out by the main command post (HGS) of the GSSD Wünsdorf. The German section was led by the central command post of the air force of the LSK / LV command ( Bunker Fuchsbau Fürstenwalde).
Use after reunification
The VHZ-14 ceased operations on the part of the NVA when the GDR joined the Federal Republic of Germany on October 3, 1990 at midnight. At the same time, on behalf of the then Ministry of Transport , in the lead of the German Air Force , this facility was continued as a German-Russian airspace coordination office ( LUKO for short ), now civil / military, until the GSSD was completely withdrawn in 1994.
During this time, based on the military flight orders of the GSSD and the flight orders of the Air Force as well as the civil standard flight plans and flight registrations for the airspace of the new federal states and the Berlin control zone, the flights were coordinated and proposals for the definition of temporary flight regimes were developed.
