The "agreed administrative community" is not itself legally competent , as it is not a corporation under public law and therefore also not a community association . The agreed administrative community was formed on the basis of §§ 59 ff. GO in conjunction with § 25 of the law on municipal cooperation. The scope of the assigned tasks of the agreed administrative community determines § 61 of the Baden-Württemberg municipal code .
