Four Comprehensive Actions

The strategic arrangement for the Four Comprehensive Actions ( Chinese “四个 全面” 战略 布局 , short “Four Comprehensive Actions”, English Four comprehensives ) is a strategic government concept that the General Secretary of the Communist Party of the People's Republic of China , Xi Jinping , on a Introduced inspection tour in Jiangsu Province in 2014.

He explained his strategic government concept to high-ranking party cadres at governor and ministerial level in a seminar on building the rule of law in the party school in Beijing . In February 2015, they were formally published in the party organ Renmin Ribao , in the run-up to Lianghui , the annual sessions of the National People's Congress and the Political Consultative Conference of the Chinese People .

According to Xi Jinping, the concept consists of a strategic goal or four strategic measures, all of which are of great importance:

  1. The full accomplishment of building a society of modest prosperity
  2. comprehensive deepening of the reform
  3. extensive advancement of the legal administration of the state
  4. comprehensive strict leadership of the party

Political assessment

According to Kerry Brown , director of the Lau China Institute at London's King's College , the theses published under the “grandiose” label of “unprecedented strategic leap forward” are notorious for their bombastic style and emphatic support for populist positions. The fourth point in particular attracted the attention of observers of Chinese politics. Commentators from the BBC, for example, argued that this point was specific to Xi Yiping's ongoing anti-corruption campaign, and that the party itself was the target.

German.china.org, a German-language organ that disseminates the official view of the Chinese government on domestic and foreign policy issues, quotes a statement by Xu Yaotong: "Professor Xu Yaotong from the Chinese Academy of Governance considers the interpretation to be an official announcement of the strategic concept of the governing body with Xi as general secretary. The focus, the guideline and the direction of the work are thus given ”.
