Vincenz Philipp was baptized on April 4, 1743 in Aachen. His parents were the lay judge Jakob Ignatius Joseph de Witte de Limminghe (1685–1765) and his wife Maria Anna Brandten (* 1707).

In 1767 Philipp de Witte is mentioned for the first time as a lay judge. In the same year he joined the star guild, the professional representation of the Aachen lay judges. In 1774 Philipp de Witte became a member of the Aachen Masonic Lodge , and in 1782 he joined the Order of Illuminati .

During the Aachen complaint , Philipp de Witte was on the side of the "New Party". After the failure of the coup, he was temporarily deprived of his active and passive right to vote for the City Council of Aachen, his office as lay judge remained unaffected.

In 1797, after the French had temporarily restored the imperial city constitution of Aachen for one year, Philipp de Witte was elected aldermen with 54 votes; his opponent Johann Wilhelm Gottfried von Lommessem , who later became Mayor of Aachen under the French , received 47 votes. Thus Philipp de Witte was together with Andreas Monheim the last mayor of the free imperial city of Aachen .

Philipp von Witte was married to Ludowica Dorothea von Hertwig. This marriage had three children, two sons and a daughter.
