Volker Halsch
Volker Halsch (born October 9, 1964 in Fulda ) is a former German politician (SPD) and manager.
education
After graduating from the Winfried School in Fulda and completing his military service, he studied political science, sociology and economics at the universities of Würzburg and Heidelberg . In 1990 he completed his studies with a master's degree.
Professional background
From 1991 to 1995 he worked as an assistant to the executive board of the Hessian SPD , then for two years as personal advisor to the Hessian Prime Minister Hans Eichel . From 1997 to 1999 he was the elected political state manager of the Hessian SPD.
In April 1999, Halsch moved to the Federal Ministry of Finance , initially as head of the management staff. In this function, he helped formulate the financial policy of the first Schröder government , including the 1999 budget restructuring program and the 2000 tax reform. In 2002, at the age of 38, Halsch rose to the position of the Federal Government's youngest civil servant state secretary , and was responsible for tax policy, human resources and law and the Federal-state financial relations. His most important projects during this time were the reform of the municipal finances (trade tax) and pension taxation (downstream taxation) as well as the design of the financial part of the Federalism Commission I.
In spring 2006 Halsch resigned from civil service. From 2007 to April 2013, as a member of the management team at Vivento , a subsidiary of Deutsche Telekom AG , he was responsible for business development and management as well as sales. From May 2013 to the end of 2016, he served as Head of Public Sector at the Bertelsmann group belonging arvato AG operates. Since January 2017 he has been working as a partner at IBM , responsible for the consulting business in the German public sector.
Halsch was a member of the supervisory board of Deutsche Bahn AG from 2003 to 2006 and a member of the supervisory board of Deutsche Telekom AG from 2004 to 2006. He has been chairman of the degewo supervisory board since April 25, 2013 . He has been a member of the executive committee of the Friedrich-Ebert-Stiftung since 2014 .
