Provisional Czech-Slovak government

The provisional Czechoslovak government (also spelled Czechoslovak ), also known as the provisional government in exile , led by chairman Tomáš Garrigue Masaryk , was the first incumbent government of Czechoslovakia and was in office from October 14, 1918 to November 14, 1918; on that day it was replaced by the first regular Karel Kramář government .

Background of the formation of the government

The disintegration of the Habsburg Monarchy and the consequences resulting from it happened in part precipitously, for which the subjects of the successor states were not always prepared, so that they had to improvise in their formation. This circumstance also accompanied the complicated process of becoming the first governments of Czechoslovakia.

The Czechoslovak National Committee, which had existed since 1916 and was chaired by Karel Kramář , was reformed in July 1918 after negotiations with the government in Vienna were considered illusory and ended. The committee began its work in Prague, the main aim of which was to prepare carefully for the takeover in order to avoid chaos. At the same time, however, there was still the Czechoslovak National Council , which was founded in Paris in 1916 as a representative body of the resistance abroad with Masaryk as chairman. From this council a provisional government arose on October 14, 1918, also in Paris, under the chairmanship of Masaryk; it was proclaimed by Edvard Beneš and Alois Rašín . It then immediately established diplomatic relations with Great Britain, France, Italy, the United States and Russia and was thus de facto recognized.

Representatives of both organs met in Geneva, where they wanted to negotiate between October 28 and 31, 1918, about the future state, its government and other issues. As a result of the rapid development, however, the new state was proclaimed by law of the National Committee on October 28, 1918 in Prague. The Presidium of the National Committee then carried out some administrative and government functions such as the preparation and formation of ministries, but this was done by mutual agreement with the provisional government in exile.

On November 14, 1918, a regular Karel Kramář government was formed from the members of the provisional government in exile and the Presidium of the National Committee.
