The VTsIOM or VTsIOM ( Russian ВЦИОМ , the abbreviation of "Всероссийский центр изучения общественного мнения" Wserossijski zentr isutschenija obschtschestwennowo mnenija ; translated All-Russian Center of Public Opinion Research or shortly All-Russian public opinion research center ) is a Russian market and opinion research firm . It is both the oldest and the leading company of its kind in the post-Soviet space . The 100% state institute is headquartered in Moscow and has local representative offices in seven federal districts.

history

WZIOM was founded in December 1987 as the first opinion research institute of the Soviet Union under the name Vsesojusny Zentr isutschenija obschtschestwennowo mnenija (All Union opinion research center) . It was assigned to the Ministry of Labor of the USSR and the All-Russian Central Council of Trade Unions ВЦСПС (VCSPS / AUCCTU). Tatjana Saslavskaja and Boris Gruschin are named as founders . According Zaslavskaia served Allensbach Institute of Elisabeth Noelle-Neumann in founding the VTsIOM as a model. A year later, in 1988, Juri Levada was invited to collaborate, where he headed the department for theoretical investigations until 1992. In the same year he was appointed head of WZIOM as the successor to Tatiana Saslavskaya. In August 1989 Boris Gruschin left the WZIOM to start his own opinion research "Vox Populi"

In 1998 the WZIOM was re-registered as a GUP , which is understood to be a state-owned company which, although it has the right to carry out commercial activities, is accountable to the Ministry of Labor. In 1999 the institute received the status of an academic institution.

In 2003 the state institute was transformed into an open joint stock company (OAO) wholly owned by the state. The head of the institute at the time, Juri Levada, who had previously paid little attention to the fact that the institute was a state-owned company, now feared for the independence of his institute and founded the offshoot WZIOM-A with some of the institute's staff. Alexander Parshukov, the spokesman for the Ministry of Property Relations responsible for the restructuring, welcomed Levada's departure by saying that Levada would now have the chance to become truly independent, to enter the market and to orientate himself to its laws, to them also include competition and paying taxes.

In 2004, the Federal Antimonopoly Service decided that WZIOM was the sole owner of the institute's trademark rights, whereupon Lewada renamed its offshoot Lewada Center .

Field of activity

The market-leading institute publishes a large number of studies that cover all important areas of politics, business and society. The institute works for domestic and foreign customers, including the UN program UNDP , the US State Department and NATO . Since 2004 the institute has been involved in the development and design of the Eurasian Monitor , a system for continuous sociological research in the post-Soviet space.

Among other things, the WZIOM conducts a nationwide omnibus study every week called “Express”.

Institute management

The WZIOM was headed by Tatjana Saslavskaja from 1987 to 1992 . Boris Gruschin was his deputy until August 1989. Since 1992, Yuri Levada has headed the institute, who was replaced by Valery Fyodorov in 2003 .

Since 1992 the WZIOM has published the magazine "Мониторинг общественного мнения: экономические и социальные перемены" / " The Journal: Economic and Social Changes " / " The Journal: Economic and Social Changes ", founded by Tatiana Saslavskaja . The articles in the journal appear in Russian and English.

The opinion research institute WZIOM is a member of the European Society for Opinion and Marketing Research (ESOMAR).
