After the Reichsrat had decided on the general, equal, secret and direct male suffrage in autumn 1906, the major reform of the electoral law through the sanctioning of Emperor Franz Joseph I came into effect on January 26, 1907 . The new Reichsrat election regulations created a total of 416 electoral districts, with the exception of Galicia in each constituency one member was elected in the course of the Reichsrat election. The MP had to prevail with an absolute majority in the first ballot or in a runoff election. The constituency of Krain 2 included the Laibach without the city of Laibach .
From the Imperial Council election in 1907 was Ivan Šusteršič out by the Slovenian People's Party as the winner. In the 1911 Reichsrat election, Šusteršič was able to prevail again.
