Elections to the state parliament in Sabah 2013
The elections to the state parliament in Sabah ( English Sabah State Elections ) took place on May 5, 2013. Eligible voters elected the legislative assembly of the Malaysian state of Sabah , known as the Dewan Undangan Negeri Sabah (DUN) or Sabah State Legislative Assembly .
The elections took place at the same time as the elections to the People's Assembly ( Dewan Rakyat ), the parliament of Malaysia , and the elections to state parliaments in eleven other states.
The state constitution of Sabah provides for a legislative period of five years. After that, the parliament of the Yang di-Pertua Negeri Sabah must be dissolved on the proposal of the Prime Minister of Sabah . The elections take place as a simple majority vote under the supervision of the Malaysian Election Commission of Malaysia .
The MPs of Prime Minister Najib Tun Razak's coalition government emerged victorious in the state parliament elections. They obtained 48 out of 60 seats in the legislative assembly and are in possession of an absolute majority with 80% of the seats.
Dissolution of parliament
The dissolution of the parliament took place on April 3, 2013 by the Prime Minister of Sabah , Musa Aman , shortly after the Prime Minister of Malaysia, Najib Tun Razak , dissolved the Malaysian parliament. According to the constitution, the new elections in the state of Sabah had to take place within 60 days, between April 3 and June 2, 2013. Traditionally, both elections are held on the same day.
Determination of the election date
The Malaysian Election Commission of Malaysia announced on April 10, 2013 that the nomination of candidates would be held on April 20 and that the election date was May 5, 2013. An advance voting (early voting) was possible from 30 April. The official election campaign began on April 20th and lasted 15 days. Eligible Malaysians abroad were able to vote by postal vote in their official representations on April 28th . The embassies and consulates opened for this purpose from 9 a.m. to 6 p.m. In London and Melbourne, Malaysia's national representations were even open until 8 o'clock in the evening, as more than 1,000 postal votes are registered there.
Eligible voters
A total of 981,814 eligible voters were registered for the 60 constituencies. This figure already included the registered voters for early voting (early voting) . The early voting affected 9,423 members of the military and 8,958 members of the police force, as well as 59 voters living abroad.
Election campaign
A total of 263 candidates applied for the 60 seats in the state parliament of Sabah. In the last election in 2008 there were 200 candidates.
95 candidates ran for the 25 seats in the Malaysian parliament, which are up for election in Sabah's constituencies, compared to 70 in 2008.
Election implementation
Of the total of 400 million ringgit made available by the electoral commission to hold the nationwide elections to the 13th Malaysian parliament and the national parliaments, 52 million ringgit went to Sabah. 17,615 electoral workers were available to ensure the elections in Sabah were carried out properly.
Innovations
The change in the Malaysian electoral law from 2012 also resulted in innovations for the state parliament elections:
- Before voting, the voter's left index finger is marked with non-washable paint.
- Members of the military and police can participate in an early vote.
- Disabled people can take someone they trust into the voting booth.
- Nominations for election can neither be withdrawn nor appealed.
Election observer
In order to ensure the democratic process of the elections, international and national election observers were admitted to the elections. Three local non-governmental organizations , the Sabah-branch of the Malaysian Historical Society , the Sabah Youth Council and the Sabah Federation of Chinese Associations, have been appointed as independent national election observers for Sabah .
Election result
Of the 60 seats in the legislative assembly, 48 seats went to MPs from the Barisan Nasional coalition and 11 from the Pakatan Rakyat opposition coalition . One seat went to the reform party Parti Reformasi Negeri . The members of the coalition government of Prime Minister Najib Tun Razak thus emerged victorious in the state parliament elections. They achieved an absolute majority with 80% of the seats.
