2014
City council
In the municipal elections in North Rhine-Westphalia in 2014 , the city council was re-elected. May 25, 2014 was set as the election date.
The SPD became the strongest faction in the city council and gained one seat each from the IFI and the FDP. The other parties retained their seats in the same strength as in the 2009 city council elections. Due to a decree by the Rüttgers cabinet , the election of the mayor in Ibbenbüren was decoupled from the 2014 city council election.
The election of the mayor was carried out with the election of the district administrator on September 13, 2015. Ibbenbüren did not make use of the law to strengthen local democracy, which made it possible to bring elections forward to the election of the city council.

mayor
The mayor Heinz Steingröver (SPD), who has been in office since the last mayoral elections (2004), competed against the challenger Ulrich Remke (CDU).
The incumbent mayor Heinz Steingröver (SPD) was re-elected with 53.2%. After the following term of office, Heinz Steingröver left office in 2015. He passed away after a short retirement on November 30, 2015.

City council
For the first time, the Independent Voters' Community Initiative for Ibbenbüren (UWG IFI) and the party Die Linke took part in the local elections in Ibbenbüren. Both were already represented in the city council, as MPs left the SPD for the IFI (2 seats) and the Left (1 seat) in the previous election period. The result made the SPD the strongest parliamentary group in the council again, albeit with losses. The CDU became the second largest parliamentary group with a loss of votes.
Because of this split off from the SPD parliamentary group in the city council, both the IFI and the Left were represented in the city council even before the 2009 election.

2004
In the municipal elections in North Rhine-Westphalia in 2004 , which took place on September 26th, the city council and the mayor were elected in Ibbenbüren. Since none of the mayoral candidates could unite an absolute majority of the votes, a runoff election was held on October 11, 2004. In addition, on July 4, 2004, a referendum took place on the privatization of waste collection.
mayor
The incumbent mayor Otto Lohmann (independent, set up by the CDU) competed against the challengers Heinz Steingröver (SPD), Herbert Overberg (Greens) and Hans-Jürgen Streich (FDP).
Since the election between the candidates Otto Lohmann (non-party candidate of the CDU) and Heinz Steingröver (SPD) only differed by a few votes, a run-off election on October 11, 2004 had to bring about the decision.

City council
After the city council election in 2004, the SPD again became the strongest parliamentary group in the city council. However, two members later left the party and on October 24, 2008, together with other citizens, founded the Independent Voting Association Initiative for Ibbenbüren (UWG IFI). She has since been represented on the city council.
The MP Ernst Goldbeck also resigned from the SPD, so that the SPD faction in the city council shrank from 19 to 16 seats. After a short time as a non-attached member of parliament, he went over to the left and thus founded the left faction in Ibbenbüren's city council.
For the rest of the term of office, the CDU was the strongest parliamentary group represented in the city council. A member of the CDU also left the parliamentary group temporarily, but later returned to the CDU parliamentary group.

On July 4, 2004, a referendum on the privatization of garbage disposal was carried out in the city of Ibbenbüren. The incumbent mayor and the CDU parliamentary group as well as the FDP parliamentary group wanted to hand over the garbage collection, which is in the hands of the city, to a private company. The SPD parliamentary group and the Greens wanted to keep the company in municipal hands. Citizens also campaigned against privatization.

mayor
For the first time, the city's mayor was directly elected by the citizens. Before he was elected by the city council, which is why the city council from 1999 included one seat less, so that there is an odd number of city council members.
The previously incumbent mayor Ewald Bolsmann competed against the challengers Otto Lohmann (independent, set up by the CDU), Marlene Klatt (Greens) and Hans-Jürgen Streich (FDP).
Otto Lohmann was elected the new full-time mayor of Ibbenbüren with 50.3%. Otto Lohmann, who comes from Mettingen, was a management consultant before and after his tenure as mayor of Ibbenbüren (1999–2004).
