Walter Bauer (politician, 1919)

Walter Bauer (born October 22, 1919 in Crimmitschau ; † January 7, 2011 ) was a German lawyer .

Life

Bauer was born as the son of a glazier in Crimmitschau, Saxony. After completing his schooling, he joined the municipal administration as an apprentice in 1936. In 1942 he was appointed an unscheduled city inspector and passed the gifted examination the following year , which enabled him to study. Bauer studied law at the universities of Leipzig and Marburg, where he received his doctorate in law in 1949 with the text The Problem of the Decentralization of a City Administration.

He then completed his studies in the United States and worked as an alderman for the city of Wuppertal. Bauer joined the CDU in 1955 . In 1963 he came to Leverkusen , where he was employed as an alderman for personnel, fire brigade and hospitals. From 1963 to 1975 he was also the city's senior city ​​director. At the same time, he was also President of the German Hospital Society (DKG) from 1974 to 1975 and was elected President of the North Rhine-Westphalia Hospital Society for two years . During this time, he played a key role in the decisions about the municipal reorganization in the Leverkusen area, which had become a major city in 1963. He advocated moving the city center of Leverkusen to Wiesdorf, as the city had to adapt to the growing population and the increasing needs of the inhabitants and was threatened with incorporation into Cologne. Under his leadership, the “Leverkusen City” with its new infrastructure was created. The SPD politician Wilhelm Dopatka served as mayor at this time . In 1975 Opladen, Bergisch Neukirchen and Hitdorf were finally incorporated, which almost doubled the population of Leverkusen. Bauer also introduced electronic data processing to the administration.

In 1975 he did not run again for re-election as City Director, but started his own legal practice.

Honors
  • On April 1, 1977, Bauer was named honorary ring bearer of the city of Leverkusen for his services.
