From 1984 to 1997 he was mayor of the local district Oppenhausen and moved in 1994 as substitutes for the retired deputies Ralf Walter as a member of the German Bundestag, which he by the end of this legislative period belonged. Since 1999 he has been a member of the district council of the Rhein-Hunsrück district and from 2000 to 2006 he was chairman of the “Forum Mittelrheintal eV”.
Bersch has been mayor of the city of Boppard since August 1, 1997. He was elected on November 17, 1996 with 56.8% of the valid votes. He was re-elected on April 10, 2005 with 57.2% and on November 4, 2012 with 54.3% of the votes. This third election was declared invalid on July 2, 2013 by the Koblenz Administrative Court (file number 1 K 62 / 13.KO) because seven local councilors had publicly recommended voting for Bersch and, in the opinion of the court, this represented an impermissible official influence. Bersch thereupon waived legal remedies and a legally possible reappointment, but at the same time announced that he wanted to run again. His second term of office ended on July 31, 2013 and the official business was temporarily continued by the first deputy . In the runoff election for the mayor's office on October 6, 2013, Bersch prevailed again against his challenger from the CDU. His third term began on October 15, 2013.
