Werner Kukelski

Werner Kukelski (born July 14, 1920 in Berlin ; † August 22, 1995 there ) was a German secret service agent of the GDR State Security (Lieutenant Colonel MfS). He was the first head of Department IV (counter-espionage) of the MfS.

Life

Kukelski attended elementary school in Berlin . In 1932 he joined the Communist Youth Association of Germany . Between 1935 and 1936 he worked as a bellhop and then began an apprenticeship as a locksmith. He worked in this profession until 1945, but was obliged to do duty in between 1941/42.

After the war , Kukelski joined the KPD in 1945 and became a member of the SED in 1946 after the forced unification of the SPD and KPD . He initially worked as a locksmith, later in the security department of the Buna works . In 1946 he was employed by the Merseburg police . In 1948 he took over the management of the Torgau police force . In 1949 he was hired by the Stasi forerunner Head Office for the Protection of the National Economy , where in May 1950 he took over the management of Department IV (counter-espionage). In November 1950, however, he was demoted to deputy head, his successor was Paul Rumpelt . From 1953 he worked with the rank of lieutenant colonel as head of department 4 in the newly established main department II (counter-espionage). This was responsible for the defense against West German secret services. As a result of a disciplinary punishment, Kukelski was transferred in 1956 as head of department in HA I (military defense). From 1959 to 1962 he worked as an officer on special operations (OibE) in the Ministry of National Defense (MfNV). There he was head of the operational department and deputy head of administration 15 (preparation of acts of sabotage). In 1961 he was promoted back to the rank of lieutenant colonel and was transferred back to the MfS a year later. There he took over the management of department IV / 2, later he was department head in the working group for military special forces of the Minister for State Security . He completed a distance learning course that began in 1964 at the University of the Ministry for State Security in 1969 as a lawyer. In 1977 Kukelski was released and lived as a pensioner in Berlin until his death in 1995. He was investigated in the 1990s (kidnappings from West Berlin in the 1950s), but he died before charges were brought. He was buried in the Kaulsdorf cemetery.
