Wilfried Berg

Wilfried Berg (born November 1941 in Günzburg ) is a German teacher of constitutional law at the University of Bayreuth and a judge at the Bavarian Constitutional Court .

Career

After studying law at the University of Cologne and the University of Tübingen and the first and second exam Wilfried Berg received his doctorate in 1968 at the University of Cologne on "fundamental right competitions" and worked from 1968 to 1973 as a research assistant at the Institute of Public Law at the University of Bonn in Jürgen Salzwedel. In February 1975 he completed his habilitation in Bonn with the habilitation thesis "Evidence and Uncertainty in Administrative Law" and received the Venia legendi for constitutional and administrative law. From March 1975 he held a professorship at the University of Münster . In 1980 Wilfried Berg held the chair for public law and commercial law at the University of Bayreuth, to which he remained until his retirement in 2007. He turned down offers to the University of Oldenburg (1988) and the University of Cologne (1997). From 1986 to 1988 he was Dean of the Faculty of Law and Economics, and from 1985 and 1988 to 1990 Vice Dean.

Wilfried Berg has been a member of the Association of German Constitutional Law Teachers since 1975 . He was a member of the boards of trustees of the Freiherr-vom-Stein-Gesellschaft and the Freiherr-vom-Stein Institute, the University Circle of the Evangelical Academy Tutzing and the board of the Research Center for Spatial Analysis, Regional Policy and Administrative Practice (RRV) at the University of Bayreuth. Furthermore, Wilfried Berg was co-editor of the Fundsheft for public law and the magazine DIE VERWALTUNG and liaison lecturer of the Evangelisches Studienwerk Villigst .

Wilfried Berg has been a member of the Bavarian Constitutional Court since 1991.

Teaching activities

Berg held lectures and seminars on all areas of public law at the universities of Bonn, Münster and Bayreuth. In the Law and Economics Faculty of the University of Bayreuth, he was chairman of the examination committee for the additional economic training for lawyers until his retirement and was able to enforce the introduction of the designation "Business Lawyer (Univ. Bayreuth)".

Since 1968 Wilfried Berg has been a lecturer at the administration and business academies in Aachen , Bonn , Leer (East Friesland) , Münster and Dortmund . He has been the deputy head of studies at VWA Nuremberg since 2007 and teaches public law in Nuremberg and at the Bayreuth, Bamberg and Hof branch academies.

In the winter semester 1991/92 Wilfried Berg was visiting professor at the TU Chemnitz , 1992 visiting professor at the Université de Savoie Chambéry-Annecy and from 1998 to 2006 at the University of Montesquieu Bordeaux IV . Lecture tours have taken him to the Goethe Institute in Bordeaux, the Central Party University in Beijing, the University of Wuhan, the Andrássy University in Budapest and the Russian Academy for Economics and Public Service at the Russian President's premises in Vladimir.

Wilfried Berg was the doctoral supervisor in 27 doctoral procedures. His habilitation student Ulrich Hösch is an adjunct professor at the University of Bayreuth and a lawyer in Munich.

Fonts

Wilfried Berg has published more than 250 scientific papers. The six monographs include the dissertation and the post-doctoral thesis on the topic: "The administrative decision in uncertain circumstances" (1980), a plan of constitutional law (Boorberg, 6th edition 2011) and a short textbook on public law (Wiley, 2015) .

In 1991 Wilfried Berg was a speaker at the constitutional law teachers conference in Gießen on the topic: “The rule of law and the coming to terms with the pre-rule of law past” (VVDStRL 51, 1992, pp. 46 to 90).

Wilfried Berg has contributed to 13 celebratory publications - from the celebratory publication for Hans Ulrich Scupin on the topic: “Auxiliary services of the economy for the state” (1983) to the celebratory publication for Wolf-Rüdiger Schenke on the topic: “The fundamental right of freedom of movement and the limits of State Organization " (2011).

His inaugural lecture in Bayreuth dealt with “The race between law and technology” (Jurist newspaper (JZ) 1988, pp. 401 to 407), his farewell lecture was on the topic: “The time in public law - Public law in time” (yearbook of the public Right of the Present Volume 56, 2008, pp. 23 to 34).
