Wilhelm Klein, son of a teacher who immigrated from Württemberg , worked after studying in Basel and Berlin from 1848–1861 as a teacher at the boys' secondary school in Basel. From 1861 to 1875 he was the editor of the “Schweizerischer Volksfreunds”, the journalistic mouthpiece of the Basel radicals, to which Klein counted himself from an early age. In the summer of 1848 he edited Gustav Struve's weekly German audience .

As early as the 1850s, he became the leading free-thinking politician in Basel. 1850–1875 and 1881–1887 he was a member of the Grand Council , which he presided over in 1862 and 1865. 1867–1872 was also a member of the Small Council , 1875–1878 and 1881–1887 Councilor . He was also a member of the National Council from 1863–1878 and 1881–1887 , and from June to October 1881 he represented the canton of Basel-Stadt in the Council of States .

Klein campaigned for the Swiss factory law . This law was created in response to an investigation into the working and living conditions of factory workers, which had shown catastrophic conditions. The law introduced a normal working day of eleven hours, banned child labor and regulated the liability of employers in the event of accidents and occupational diseases.

In 1878, together with Fridolin Schule r and Edmund Nüsperli, Klein was elected by the Federal Council as one of the first three federal factory inspectors .

His son-in-law was Christian Rothenberger . He found his final resting place in the Wolfgottesacker cemetery in Basel. The tomb bust was created by Achilles Schlöth .
