The Wilhelmshaven refinery is a crude oil refinery with tank farm in Wilhelmshaven , which went into operation in 1976 and which changed operators several times and was temporarily only used as a tank farm. It is currently operated by HES Wilhelmshaven GmbH , a subsidiary of HES International (previously: Hestya Energy ).

history

The history of the Wilhelmshaven refinery began on June 21, 1972 with the signing of a contract between Mobil Oil AG Germany, the state of Lower Saxony and the city of Wilhelmshaven for the construction of a refinery in the newly diked Voslapper Groden . Construction began in 1973.

As early as September 1975, before the refinery was completed, the Liberian-flagged tanker “Monrovia” brought the first 80,000 tons of crude oil from Algeria. Mobil Oil began production on September 14, 1976. The oil crisis of 1979 , the subsequent economic recession and the associated decline in the consumption of mineral oil products led to the cessation of production on March 31, 1985. Only after it was sold to Beta Raffinerie Wilhelmshaven GmbH was the refinery put back into operation on September 1, 1991.

On January 25, 1997, the Beta refinery was taken over by the Wilhelmshavener Raffineriegesellschaft (today: HES Wilhelmshaven GmbH ). Business was good and on June 7, 2002, the thousandth tanker since it was put back into service in 1997 unloaded its cargo. In March 2006, the refinery became the property of ConocoPhillips , who owned the facilities from Louis Dreyfus Energy Holdings Ltd. bought.

After the plant had ceased operations in autumn 2009 and over the harsh winter of 2009/2010, when it was restarted in early May 2010, important systems were destroyed in a fire. The fire brigade brought the fire under control, but refinery operations have not been able to start since then. In July 2011, after five years of waiting, the US corporation ConocoPhillips announced that it had abandoned plans to invest billions in Jade. The local facility is either to be sold or to be continued as a tank farm. The contents of the tanks would then no longer come from Wilhelmshaven, but from other refineries.

In 2011 what was then Hestya Energy , today's HES International BV , acquired the ConocoPhillips plant. However, the refinery was not restarted. The tank farm has been operated as a terminal since 2012. The number of employees was greatly reduced, with an average of 84 people in 2015. In 2018, plans to resume fuel production were announced. In May 2020, the production of heavy fuel oil from low-sulfur petroleum was resumed.
